I found this guy on top of the roundabout at the airport. He has some weird dialogue: 'My name is legion, for there are many of us' and 'Help me, he wants to erase me'. Any ideas folks? Or is this just a weird NPC.

That’s just a random line for NPC’s. I’ve heard a few different ones say that, over several play thrus. It not a common line but you do hear it.
But I’ll admit it creeped me out the first time I came across it too.
Pfft one of the creepiest encounters I found in the base game is the ” Burning Man” out in the desert in Jackson Plains. I was like WTF
