My dude, change the fps cap in settings from 60 to unlimited in Graphics > Basic (and make sure smoothed frame rate is off obv.)

Vsync on, you have a 60hz monitor anyway it can’t display more than 60 fps.

I’ve got about 130 fps in-game since the last patch. I9-13990, rtx4070.

You keep arguing with people but you haven’t shown screenshots of your VSYNC settings.
Show them.
They can be set in game settings or in graphics card settings outside the game.
Then show PUBG game specific FPS caps, which could be in-game, in graphics card settings, or in Afterburner (which your other screenshot shows you are using)
Don’t just complain. Post comprehensive data of you verifying and eliminating possible causes.

Turn off windows memory integrity. Recent windows update turned it on for me. My CPU wasn’t going above 10% usage, turning it off allowed 50%+ and now its butter smooth.
