That’s not thermal throttle. It’s just colouring to signal values that have changed since last read out.

Different polling rate missed the 100C but it did throttle and that was captured by hwinfo. Or your thermal throttle values in bios are offset.

It’s in the Maximum column. That means that – at some point – your CPU throttled. It doesn’t mean that it’s happening right now, thats what the “Current” column is for.

Nvidia uses a system where past 60C it pulls down speed bins by 15mhz or something, is intel doing the same?

PROCHOT can be asserted by the CPU and/or VRM. This might be the VRM on your mainboard being unhappy about the temperature it was running at.
