Initially it was thermal throttling so I limited the power, I have tried PL1/2 at 253 and 260. Gaming it doesn’t go over 4.9Ghz and OCCT benchmark it didn’t get over 4.6ghz. One person said a fresh windows 11 install fixed it for them, but that did not help me. I also have updated to the latest bios as well on my Asus Z790 Dark Hero. It can get as high as 5.7ghz but only if I am simply browsing the web. SP 102 in bios

Downclocking usually indicates thermal throttling, 12th, 13th and 14th gen really benefits from undervolting, you should try it. Maybe BIOS is setting ridiculous vcore voltages?

Edit nvm its below 85C if you didnt change set in bios its fine. Like the other guy said you are looking at averages of p and e cores
