Unless that’s a laptop, it looks like you plugged your dp/hdmi into your motherboard and not into gpu, I dunno about the -1%

GPU utilization is displayed incorrectly in the task manager more often than it is correct. I recommend some third party tools if you actually want to see your hardware usage
Pretty sure you should use that gpu for data mining..
