PC: z390-p, i5-9500, 24GB 3000MHZ
So I’ve got a few questions or concerns.

So my 1080P extreme score on superposition is 4008 compared to 6 year old benchmark scores from others that’s 2500 less than what I should be getting what do I need to check for to see why it’s being so slow? Core clock is 2053 and memory is right at 5900 according to precision X1.

My temps never get above 70* even when hard gaming or benchmarking, I think it’s a good thing? I just want a second opinion

My ICX PWR5 module on precision X1 says 123* ALL THE TIME doesn’t even budge ever, I just chalked this up to being a bug in the software, but GPU-Z also reports 123* so do I need to be concerned about that?

Can you show the rest of the Precision X1 window? And the Superposition window? Use a screencap, easier to see. You cut off the section with the power limit, which looks like it’s indeed set to 123W. That said, your sensor is also showing 123°C on the PWR5/VRM, so it might be a more global sensor issue.
Your SP result shows it capping out at 30.00 FPS, which implies that there’s a V-Sync limit set, either globally or for that app. Check the Nvidia control panel and check Riva Tuner (if you ever used that), as well as Precision X1’s [own checkbox](https://forums.evga.com/download.axd?file=2;3066227&filename=21.07.2020_02.57_25.png). If you have background render limit set to 30FPS, clicking off of a windowed SP test while it’s running would have kept it throttled down, too.
