They could have easily cracked your face encryption. But he wasn’t very thrilled that anyone would find you, when Goro did,he sent assassins to deal with you both,then framed Saburo too,and trusted that would be enough to make you an unreliable source for Arasaka members
Aside from the fact that your face is blurred on CCTV, I think there probably isnt that much reason to actually arrest you. If they bring you in, you may just spill the beans on what actually happened, and they dont want that. The real question may be why you’re not constantly an assassination target for Saka ninjas, and the answer may be that they just don’t know it was you. They showed up to kill Goro in that car chase scene, not you

Consider: V goes to Dex’s, then revives in the dump next to Dex’s body. It’s reasonably implied that Arasaka is why the bodies ended up there.
So they’re not expecting V to turn back up. They certainly haven’t shared any info with NCPD, because why would they. The perp is dead, and they don’t want them digging on the off chance they dig something up that draws unwanted attention.
Yorinobu found it was a more useful lever to have an anomalous external enemy than a found and dead enemy, for his long-term plan to sink that fucking company into the mud.
This changes when it becomes clear that said anomalous external enemy is working with the parts of Arasaka’s board that he considers a threat, ie those loyal specifically to his father.

It’s better for Arasaka/Yorinobu if V stays free. Nobody to spill the beans on what happened and cause trouble for the company.

Cuz Yorinobu didn’t put a price on their head. Arasaka knows he killed Saburo and they don’t care. Their internal power struggle is FAR more important than V. Plus, legally-speaking? V died that night. Yes, the Relic brought them back. But there’s a discourse to be made that since they were “dealt with”, and the Relic supposedly died with them, the situation is a “loss”, and is over and done with.
Everyone’s mentioning the keroshis but seem to be forgetting it only blurs our face, if they were truly looking looking for us they would have likely still have gotten enough of our body to find us

I think Takemura was framed as the main culprit (Yorinobu said Subaru was poisoned). No one would believe that two random mercenaries killed a corporate deity during an ordinary theft (the Relic involvement was probably hidden).
So the hunt focused on Goro, but he was good at losing his tail.

Well to be fair, Arasaka did catch up to Dex. And very promptly killed him. Had they not chosen that exact moment to betray Takemura, then they would have known that V was alive too.
Everyone is saying the Kiroshis hide V’s face from camera, but what about the fact that every merc in the Afterlife knows about the heist. Rouge says she doesn’t have any major jobs for V because no one will work with them. V’s reputation is getting everyone else on the team killed, never mind the facts. The rest of the criminal underworld in Night City must’ve heard something about the heist and Arasaka isn’t afraid to get their hands dirty.
The only possible explanation I can think of is the strike team reported them dead after ambushing Takamura because it took him a handful of hours to find Dex.
Night city isn’t really a society like ours. There’s no system of law outside of the goals of corps.
1) Arasaka is disorganized- Yorinobu doesn’t want you found. And when you do surface- he wants you dead. Arasaka also doesn’t want its weakness to be common knowledge- if they start hunting you down it might reveal you have something important, which might make Militech curious about you too.
The NCPD doesn’t give a fuck. Remember that the NCPD are also a private corporation who contract police work/security from Nightcorp and Arasaka basically. There’s no incentive for them to go looking for you.
I mean, V is found. Within minutes of the heist Takemura is blackmailing Dex to drop V.
While I see the kiroshi thing there’s no way a multi million dollar company couldnt breath through eyeball technology. I could be wrong I’m not super deep about the lore.
Well besides the face blurring, Takemura is the one that Arasaka actually blamed for the murder, so V was in the clear on the killing. Although they still seem to note that V was the one who klept the chip.

3. Of course Arasaka found you prety fast – you drove to Dex, he killed you, they drove you to the dump, and next thing you know Goro is blowing Fatso’s brains in front of you. Even if they took some time to move you, it’s 2 days TOPS.
4. Final note – did you ever see someone get arrested? It’s always a fight to the death.
Because only bots and camera’s caught V. And Victors special add on for their Kiroshi jams artificial systems from getting a visual of their face. When you go utilise a camera system and look at your self you will see V’s face being scrambled. Human’s with artificial eyes likely also have a scrambled view of V’s face.
