1% low performance is improved over stock xmp/docp, with my previous GPU the gtx 1080 ti these settings where stable although power limiting the 7800 XT to the same power doesn't help I'm guessing this is because of the backplate cutout right next to the ram.
I'm using 4 sticks of cheap ddr4 3200 cl16 TRFC is at 560 stock and stuff like tfaw is at 40 with territary timings being awful.

tRFC and tREFI, they control the refresh cycle behaviour. RAM which is fully stock (JEDEC, not XMP) is expected to run up to 85 degrees.
Placing a small fan directly on your RAM sticks should be enough to prevent GPU heat from causing instability.
