I’m going to say no. That hot spot is way too high. If you still have warranty, you could try for a rma. Or, if you’re comfortable, you could pull the cooler off and repaste the card. I’m a fan of a sheet of ptm7950 for the core, (kryosheet works well too, but it’s electrically conductive so you need to be more careful with application) and while your in there, I’d consider replacing the thermal pads too. It probably won’t need new thermal pads, but if you’re there already, might as well. I like using a good thermal putty for the vram and vrm. I used ux pro ultra putty on my 7900xtx with great results, and it’s very easy to apply.
