I started playing cod this year so I am practically new. Whenever I use the portable radar I always get killed because the map doesn't show everyone. Before the recording starts, I deployed a portable radar and climbed up thinking no one was around. Got scared when that guy appeared and almost broke my controller. Why does that happen? Is there a special trait that makes people avoid the radar ?

Yes, if that person has picked up a perk package or gotten their loadout they might have the “Ghost(?)” perk which will stop them appearing on radars and UAVs
There is a perk called ghost… And a vest that I dont remember the name that works like the ghost perk
