Hello, I don't know if this is the best sub to post this to, so if you know a better one please let me know.
The problem: My GTX 1070 is not using external power from the 8-pin connecter, causing it to run horribly. It will get to 100% utilization but still be at 139mhz.
Any help is appreciated, thanks!

Do you have your monitor plugged into the GPU?
Was the card ever shunt modded? If the shunt resistor by the 8-pin fell off or was otherwise broken, the card will not pull power from the 8-pin connector
Can you provide the rest of the GPU-Z screenshot?
