I lowered the value of tWRRD_dg. I didn't think it would be possible to set it below 21. I just successfully passed stress tests with a value of 20 and tWTR_S = 0. Is this normal?
Should I try value 19?

tWTR values don’t actually exist on the Intel memory controller, you can ignore them. As long as your performance continues to rise you can keep lowering the tWRRD timings.
Not uncommon for such low memory speeds. You should also be able to drop the primary timings a bit at this speed. Perhaps 13-15-15-28-1T
