It wasn’t what I paid for, and this seller accepts no returns. Now i’m not 100% good with computers, but I feel like the 970M 6GB probably isn’t better than the 1060 Mobile (6GB)… Or is he right? What should I do?

I would love to see this research that he speaks of. There’s no reality where the 970M beats yhe 1060, even if comparing the mobile variant. Also, the CPU is a generation older. You should be protected by Ebay since he shipped you a different product from the listing.
Ask for a refund if he refuses, file an ‘item not as described’ with eBay, and you’ll get your money back. Ebay always sides with the buyer.
He hasn’t given you what you purchased, and is hoping you’ll just accept it because most people don’t know what they’re looking at. He’s given you a lesser laptop. The cpu is worse as well as the GPU.

The 970M is roughly equivalent to a desktop 1050 Ti, while a 1060M 6GB is only a *tiny* bit slower than the desktop 1060 6GB.

I ordered a nee Ryzen 7 5700G before, got the Ryzen Pro 5700g. They are near identical in specs, except supported PCIe bandwidth or something idk, not the point. I called them up and they asked me to send it back, they swapped it and sent it to me within days. All documentation said Ryzen 7 5700G so I believe it was a mistake by a new guy or something.
The point is, the instant you said it was wrong he should’ve replaced it at his expense. He refused to and now you should push with eBay and make sure to state that the performance of the laptop is lower because of the older hardware.

On eBay no returns doesn’t mean anything, as a seller i have had to do returns AND pay for postage because the buyer changed their mind, and even admitted to it. The protection is a joke both ways.
For you its legit not as advertised, they have to accept the return, in eBay just hit return item and select not as described. Regardless if they want to or not, its going back and your receiving a refund or the correct product.
