You have the cat mounted in the wrong place, needs to be mounted underneath for best pc performance. That setup will affect the performance of the cat though.

I have a similar problem is there a cat friendly case?
I got this it folds, add some heavy duty double tape on it and attach it to the top of your pc, your cat stays happy because the heat transfers, and your temps wont have further issues.
I have 4 cats, they all enjoy their time on top of the PC.

I guess this must be an unpopular opinion but: you guys are nasty for letting your cats sit on your PC. My cats wouldn’t dare jump on anything other than their trees and the ground.

Do you have a silent fan purrofile? If so, switch to a more agressive one. It might make more noise though.
