I have possibility to upgrade from MSI Ventus GeForce RTX 4070 Ti 12GB to SAPPHIRE PULSE Radeon RX 7900 XTX 24GB for $200USD but I am not sure if I should do it.
On paper 7900XTX is way much better. In 3dMark 7900XTX smokes 4070Ti by huge margin in all the benchmarks including ray tracing. They are just not comparable according to 3dMark but in reality 7900XTX is slower in ray tracing performance in most of the games.
I primerly use GPU for gaming video editing and AI video upscaling. I use programs like Topaz AI, Wondershare filmora, Davinci Resolve.
I really enjoy ray tracing in games. I love ray tracing in Cyberpunk and Alan Wake. Also it seems to me that Nvidia has much better support for DLSS 3.0 and frame generation.
Finally, I have concern about 7900XTX power draw. I have ITX with 750W gold power supply (NZXT H1 V2) and 4070Ti is super quiet in it as it is very power efficient. I prefer quiet system over extra FPS, so I have my 4070Ti undervolted.
AMD card is power hungry, and I do not know much about undervolting AMD. I have seen some reviews and AMD seems to really suck up electricity dry out of PSU when pushed hard. So my concern is that it will get loud in my ITX case. Also,
I have no experience with Sapphire. I do not know how reliable this brand is.
I need some advise.

It depends, personally I would never buy a high end AMD GPU because the feature set just isn’t there. However, the XTX is certainly much faster than the 4070ti. If it were me, I’d stick with the 4070ti but the XTX is a solid option.

If you need the RT or CUDA cores for something non-gaming you can almost certainly use the 4070ti as a 2nd GPU.

RTX in the games I’ve played has been dodgy at best, Hogwarts legacy to this day still runs like crap. Watch Dogs legion stutters and frame drops to 5fps with RTX enabled. Guardians of the galaxy straight up crashes to desktop with it sometimes.
You did happen to pick the two games where Nvidia has a big perf advantage, so maybe it’s different for you.
And before people claim it’s my card, I’ve seen the same behavior on countless machines and laptops and such with Nvidia cards in them. On AMD I saw some artifacting in Alan wake, but I couldn’t tell if it was ray tracing or fsr. Raster still looks great and the 7900xtx is the best high end card for raster for the price.
But in the end, pick what works better for your games. Also pay attention to vram if you plan on keeping the card for more than a year.

The RT performance will be similar to that of the RTX 4070 Ti Super (effectively matching it after a small overclock), and the extra VRAM would also mean that other than VRAM intensive games or mods for games that increase VRAM usage, you would also be able to use larger AI models, especially for some of the AI interpolators and upscalers for video, where 24GB allows you to upscale from 1080P to 4K for many of the ones found on github. While Nvidia tends to process those tasks faster, the issue is that many of them will not allow shared memory to be used due to the performance hit, and many devs are unwilling to accept the idea of a use rather having a task run at 1/10th the speed but complete, compared to not having the task run at all due to a lack of VRAM.Aside from that, video editors such as Davinci Resolve and Adobe Premiere CC, both perform about the same on AMD and Nvidia, thus in that space, if you run into a situation where the upscaler built into Davanci resolve, or the optical flow implementation ends up in those applications end up having too many artifacts, you will have more options available to you via the extra VRAM.
