I disabled all in-game layovers such as steam and NVIDIA. I also stopped all processes I could think of which could cause this. Any ideas? Thanks

Have you checked if the Xbox gamebar is reporting that?

I highly suggest u to uninstall geforce experience if u dont need it to record your game for youtube videos. And if u need any « stats display » ofc use afterburner

I had the exact same issue. I don’t remember if one day it just went away or by updating all my software and all drivers, but check every thing. Also check your RAM and make sure it’s running at the correct speed it’s designed to. If you’ve got armoury crate check for firmware and drivers there. I can only think about the things I’ve done since this issue stoped for me. It only affected 2 games I played at the time, and I didn’t have the issue on less demanding games. So it may have been RAM for me

Had the same thing in Forza motorsports with a 3090 went away when I switched a xtx could never figure out how to remove it
