Pc specs – cpu (i5- 10400f ) motherboard (460 steel legend) gpu (3060ti ) ram 3200 ddr4 but my motherboard only let me go to 2999mhz

    Raise your settings or use an optimized game, looks like my nephews pc 12 core 24 thread xeon waiting for a workload as he just goes on YouTube roblocks and lol

    check if v-sync enabled, it’s not rare that when in game v-sync is enabled it caps fps to monitor refresh rate, so in example, you playing csgo at 1080p low on 60Hz monitor (yes ridiculous example bear with me) with v-sync on it might cap your fps to 60.
    also, low gpu usage is case with any other games? tried bench tests like heaven or superposition?
