Cops just walk past gangs executing people like nothing to see here. Then if V shoots the gangoon about to execute said person, the cop immediately sees red and aggroes on V.
But it doesn’t stop there. The whole thing happened in a NCPD reported crime area and V is told that use of lethal force is authorized.

Committing small and some cops in the general area look for you for 30 seconds. Then they don’t care
Continue shooting at the NCPD and yeh… that all changes. The changes from just another crime in the city to attacking the city infrastructure directly and killing them.
So yeh at some point they’re going to bring in MaxTac to stop you from killing their men.
