I was running a 14900k with a 4090 without issues and as long as you don’t overclock it’s doable.

I used to run a 2400G with a 6600XT, an extra mechanical hard drive and lots of fans on a 450w PSU and that felt like flying close to the sun.
This setup would only reach desktop and some Youtube at best. Any game load on that GPU would turn it off right away.
To make it stable, you would need to do a massive undervolt and underclock on both components to not go beyond red-line in power. Something closer to a laptop. It would be quite fun since the 1490K is likely a decent bin from factory.
As for the GPU I don’t know how low the power limit would go.
