Ot was supposed to be a casino. Cut content because of time and resources available from CDPR.
It was supposed to be a casino. That entire region of the map was supposed to have alot more going on, but it was cut from the final build of the game.

This is the casino, originally they planed 3 dlc but cut it down to 1 and decided to fix the game
