The highest frequency I can reach all core with no clock stretching or thermal throttling is 5.2ghz. Every combination of frequencies and voltages above that results in clock stretching, thermal throttling(99c), or power limit throttling(310w).
I can get it stable and cool at 5.5 with an ac/dc ll undervolt but then my effective clocks always show lower than 5.5 by about 10-40mhz.
Cooler is a 360mm Asus Rog Strix LC II. Using the thermal grizzly contact plate. I don’t think cooling is really an issue as it can cool the cpu up to about 310 watts.
Is this thing defective? Am I an idiot?

There’s a better chance your OC isn’t optimized. You should post your full config/setup.
Your SP is bugged, BUT your real P SP is 99 which is still the absolute worst you can get. So yes you have one of the worst chips on the planet sadly

Yes yes it is. Stop wasting your time with it. Why wont Microcenter take it back? And yes Intel should still RMA it. It is not functioning as advertised, easy as that.
