No. Not the only time.
You can find pedestrian pulling out their phones from time to time.
Wakako and Rogue use normal phones as well.
When you’re researching the heist on Konpecki plaza, Yorinobu switches the call to the phone with Anders while Evelyn waits for them to finish.
Rogue, Wakako, Reed all use it from what I’ve seen. I’m sure there are plenty more I just can’t remember.
Jackie is using a phone when talking to his mother, right before you enter the Afterlife.
Many civilians also use their phones in the open.
Wakako and Rogue use their phones regularly. Judy also uses her phone when calling the cops after Evelyn’s death.
We don’t directly see it but Takemura also uses a phone and in a very clumsy way when sending text messages.
Reed also uses his phone during the first scene with him in the car.
Rachel in the sinner man side quest uses one.
Lizzy uses one
Reed uses one calling his cover job‘s boss
I think Judy uses one when she finds >!Evelyn dead and is calling the cops!<

For me my head cannon is that most people have a phone in the Cyberpunk world, they just use their holo like a Bluetooth.

I’m surprised V doesn’t seem to use a phone. Having it built into you would make you even easier to track, at least you can easily dispose of a phone. Assuming any of that matters and you are not being tracked by arasaka 24/7 already.
