Are Mr hand’s gigs phantom liberty exclusives or is there something I’m missing?

I’ve felt like they’re as good as the base game quests. I feel like the new& shiny experience of them is tarnishing a lot of the base game quests, which had some pretty hard shit in them, and I don’t mean difficulty.

To be fair they redid all of him for phantom liberty so obviously he is going to be more advanced than the redt

My favorite gig is when he sends me to Washington State to put a bid on a new horse for his ranch for him.

And his PL quests had choices with different enough endings and consequences to the choices that you can find in Dogtown. And not every “good” choice has a good final outcome. For me it was the quests where not killing someone repeatedly came back to bite me in the ass.
