With mods, with my male V I romance with Judy fist and do Panam’s quest line and romance with her next and doing the nomad ending again. Judy is there too in the badlands to send you off before you go with the Nomads.

Where does this logic comes from? Panam is the ONLY romance option if you’re a straight male.
I’m not about to roleplay as a woman just to get involved with a lesbian, and I’m also not into dudes, so it’s a nope for both Kerry and River.
Do I wish I could date Meredith or Sandra Dorsett? Definitely, but that’s not a thing.
