I assume Muamar has some sort of a deal to get these cars out of Dogtown and they’re scanning to make sure there’s no *extra* cargo. I think about it when I go through, they have to kind of be in on it at least, if not fully in.

It makes sense on the lore. Muamar and Mr. hand has some contacts to keep you transparent to the scanners, but “normal” people can’t do that.

As some people mentioned, a loading area, a better term would be streaming area. there’s so many detail on both sides that the game’s engine needs load or stream in to display to you. this is in every game nowdays, this scanner, an elevator ride, a interactable cutscene. so many clever ways to hold the player attention while the next area is being constructed.

While others have mentioned that it isn’t technically a loading screen because DogTown and Night City are both fully rendered, I’d point out that with these patches, they increased the requirement from HDD to SSD. Before I swapped to HDD, the city was literally not loading faster than I could drive.
Not everyone has an SSD, and DogTown’s pretty small, you know? My thought is the scanner’s there to help people still running the game on HDD get into the DLC content with less issues.

100% I feel there’s a certain vehicle, maybe from a quest or during a quest you can detour to DT and get some unique dialogue.
