It’s one of the few complaints I have about the games presentation. Some of the “glitch” effects add to the games mood, feeling etc, but some of them are just obnoxious and distracting. This is one of them.

This is caused by any cyberware (or possibly any buff in general) that increases your movement speed when conditions are met (i.e. Adreno-trigger and entering combat, Tyrosine Injector and getting a takedown, Atomic Sensors and being detected, etc).
Means you’re zoomin’, choom.

I have the same effect when my Adrenotrigger cyberware is triggered. Normal in-game effect

Isn’t that your cyber ware perks in action? The top left of your screen indicates that
maybe you Are losing karma
Does it only do it in Cyberpunk? How old is your GPU – had similar artifacts on a failing graphics card a few years back.
It comes from a perk or cyberware indicating it’s active. Checked it month or so ago, but cant remember what it exactly was.

Cyberware that gives you movement speed at the begining of a fight
I have this too. It’s related to some cyberware, but I forget what.

Right, right, that’s it. Yeah, I really hate the screen effect though, so I’m gonna remove it.
I too now have this happen. It starts when I entered combat. No idea why though
