The CPU is non K so you cannot multiplier overclock it.
although you might be able to overclock the ram which would help with CPU performance
You could disable some security stuff like windows defender and the spectre + meltdown patches although this leaves your PC quite vulnerable
As for your GPU you can try adding clock speed in increments of 15mhz, if your GPU is power limited you could try undervolting by hitting control f in msi afterburner and changing the voltage frequency curve.
Edit for CPU you could try bclk which also effects memory and other stuff and will give you 4% more performance max.
