would have been better if jackie’s guns counted as a regular, single weapon in our inventory, and when equipped appears as dual-wielding both of them. like the item counts as the pair together, and only for jackie’s guns

You can kinda dual wield SMGs (I say kinda cause you can’t fire both at the same time).
With the sub machine fun perk whenever you swap out an SMG you reload it, so if you put 2 or even 3 SMGs on your weapon wheel you can just keep swapping to your next SMG and have an unlimited bullet storm.
I kinda get the reasoning why dual wielding isn’t a thing, in that actually trying to dual wield a gun in a fire fight would be so complicated to reload without dropping a gun, but on my first play through I did just put both of Jackie’s pistols on my weapon wheel and switched between the two when I needed to reload.

From a gameplay implementation perspective, how would this work? I’ve never played a game with dual wielding gunplay. On a controller, for instance, how would you aim? I suppose it would just be L2 and R2 hip-firing when both guns are equipped?

would that mean that you could dual wield the Genjiroh too?

If that were the case, I would’ve gone full Dante.
