For context the cpu IS on a Thin laptop and IS undervolted but it still is on turbo at all times and because of this it runs very hot on idle (around 70 degrees idle)

Check in os if your power plan is set to balanced, also check in bios if c states are enabled

Had this happen on my laptop, was able to discover a fix thanks to moving it to a fresh install of windows 11, then it would idle down to 800mhz sometimes.

Turns out for me it was MSI afterburner pinging the GPU for temp data, so it would keep the cpu constantly getting used at like 10%, but took a fresh install for me to find it. I just close MSI afterburner on the laptop when I’m not gaming to get the power/heat savings as it can idle down to a proper frequency.

You might just have some application constantly digging it and forcing it to turbo. Also power plans. Balanced seems to be the most behaved for me when wanting to get to the lower more efficient frequencies when idle.
