It’s an warning due to exposed solder.
There’s a website right there on the label that you could have visited to answer the question yourself.
Lead based solder. California has very strict labeling laws for many materials that have even a slightly elevated cancer risk.
On other products I would usually ignore this warning but for computer parts you should take it a bit more seriously, wash your hands after handling parts, there are indeed toxins and carcinogens on them.
