I think its around 1%. But im sort of convinced they make it easier cause they know people will spend more money than they otherwise would trying to level it up.

My buddy in the past 2 months has gotten 4 progressives with $0 spent
I’ve only ever gotten the red progressive M4 and some Battlestat m16s
I somehow managed to draw 2 of the damn things in a row just to find out they were both not marketable and not tradeable.
