Avoiding Customer Support time and effort restoring 2 mins of 2xp time when someone complains. 2xp tokens are basically free but if you have to investigate and deal with customer support emails then it costs money.
It can be done technically per past games and limited time trails. And the Devs have nothing to gain by “taking” 2-3 mins of 2x time.

The real answer is money. Making the tokens use real time means you run out of them sooner which means you may do what you can to make up for that lost time such as buy a bundle or Mountain Dew/etc to get more tokens
