Yeah the one I saw followed me around and kept screaming “it’s them” and “I won’t tell anyone” but the dialogue before that they mentioned something about being fallowed by someone. Usually they start attacking after a couple seconds of being around them. But I’m not sure if it’s a guaranteed spawn but I also find the black lace drug on them.

These are Dogtown junkies. There’s a lore there about some drug, called phant. Some of them carry shards talking about it.
There are also mini boss fights all around Dogtown, all are people on this drug.

interesting fact, in the Polish language version, the character is dubbed by a famous person. And this npc doesn’t always look the same and says something like “my name is legion because there are many of us” (unless I made a mistake, but the location is correct)

This actually just happened to me. It was a dogtown junkie and she kept saying, “its you, how did you find me?” Over and over. I noticed she was considered an enemy but i didnt kill her. Should I have?
