Looking to do something like this for my dorm. Ikea Karlby for the desk. What can I use as the backboard and how can I connect it to the desk securely? Can’t mount it to the wall.

Guessing here, but I believe that this is some type of vinyl flooring or wall covering, stuck to plywood or some other backer.
I wouldn’t attach to it the desk. You could use a french cleat to hang the backer board on the wall and just push the desk up to it. The cleat would then provide a space between the wall and backer board to allow LED stripes to be added if wanted.

You might need to be only slightly creative by adding supports for the plywood. A few 2x4s should do it
This is some soothing business. Seems like a lot of effort for a dorm room.
