What is the signifiacne of it? Is it basically made for someone who wants to get a single rank 16 gb to run 6000 mbps?
Basically if I want to get 2×16 with amd expo at 6000c30 in dual channel then i dont need to worry about this guide its only for those running single rank 16 gb?

No, 2×16 DDR5 is a single rank configuration.
To make things easy, dual rank sticks are the one using 2 chips in the same dimm (not literally but to make it clear): for example DDR5 32gb sticks are dual rank, cause they “contain” 2 16gb chips.
Long story short, that vid is exactly for people trying to run 2x16gb (I guess also 2×24 hynix M die works because 24gb sticks are single rank)
Remember to use the A2 B2 slots in your motherboard if you have a 4 dimms motherboard
