1 thing that might be a bit of a risk is if she needs to vomit, if she doesn’t jump off it could get inside your pc and do some real damage. Other then that dust and hair can get in so you need to clean it more often. Cute kitty by the way.

As long as your temps are fine, you regularly blow out your case, and you trust she won’t pee on it, sure.
Make sure there’s no cat hair building up in your system (especially on radiators or fans). She might block the airflow partially if she sits on the vents, so if she really wants to sit there, put some kind of elevated platform on top of the tower so air can get in.

No, cat hairs will clog up your tower. Also, you will want to place your tower on a desk or hard surface away from the floor. Static can affect hardware performance.
