Knowing how to do something doesn’t mean you need it. Most cyberware serves a particular function. Some of it is cosmetic but that’s mostly for joytoys and the 1%.

You can ask a ripperdoc in Kabuki (I think) why they don’t have chrome. I think it’s about “don’t fix what isn’t broke” mentality.
But some do chrome up. There’s a guy in the No Coincidence book that needed a better cyberhands so he can work on top of the line cyberware.

There is one Ripperdoc that tell you that he prefer not to use cyberware because when the next big Solar eruption will come, and the earth hit by electromagnetic field that will cause the cyberware to go off, like Eyes and shit (sorry for my english)
