That one dude had his PSU doing small explosions, and decided to open it, most likely having no idea what they are doing, this guy’s opening his PSU without having any idea it could kill him. That’s actually to direct airflow from the fan rather than to protect anything, but it shouldn’t be hitting the fan either way.

I’ve had that issue before, and I just tacked it back into place with thermal glue. Probably not a proper fix, but it was better than hot glue, more suited for higher heat than caulk, and won’t be brittle like epoxy.

IMO, unless you’re professionally qualified, you have no business tinkering with your power supply. The caps can hold enough of a charge to kill you.
