If you flipped the cooler so it covers the whole die and pit a little fan on it, i guess it could (guess and could being keywords) keep the pc from crashing. Its definitely not enough for proper usage though.
Btw you say there are no fan headers but since you are already creative, you can be more creative. The easiest would be to power a fan through USB port (5V). You could also tap the power from battery or something but looking at the post you dont have a lot of experience with stuff like this so probably stick to the USB output.
Do at your own risk though.

I have a big RGB cooler on my rpi so maybe just go with that

If you were to try and use this heatsink, why wouldn’t you mount it in the correct orientation with the base against the die, rather than one side?
If you’re using that CPU configured to 15W, then you could probably manage with that heatsink if you put a fan over it.
At the maximum 35W? Hmm, I think that might be asking a lot of it.

Put it flat, so the fins are pointing upwards, and put a fan over it.

Default tdp is 15w, so absolutely not enough cooling even with a fan attached. Besides the heatsink doesn’t even cover the entire die.
