260 volt input, how big of a problem is this for PC?

    240v range is 215-265.

    PSU should be rated to handle it if its 240v, as it has a +/- 10% tolerance at worst

    It should normally 230V. My suggestion is to do the measurement with a digital multimeter too. If you confirm this “high” voltage with another device then I have two opinion.

    One is that there is a device which is not grounded well or defected. The other one could be that because of an overload some cables are damaged (burnt) and there is a “small” short within phases.

    Are you measuring vrms or average voltage?

    This is weird, however, are you sure about the accuracy of your voltmeter?
