It’s not worth it, but PSU is likely useless for you, you’ll need new RAM and SSD is also kinda useless. So you’ll sell these parts for like 30$ PSU, 20$ for SSD and maybe 20$ for RAM.
You’ll be left with a good motherboard and a CPU for about 250$ + crappy case, you can achieve that for ~300$ USD right now with a new CPU+motherboard+case.
If you have slightly more money, get [ASRock Z690 Pro RS](https://pcpartpicker.com/product/3pNxFT/asrock-z690-pro-rs-atx-lga1700-motherboard-z690-pro-rs) and 13400 or 13600K, it will be significantly better.
Even [ASRock Z690 Phantom Gaming 4](https://pcpartpicker.com/product/8GH7YJ/asrock-z690-phantom-gaming-4-atx-lga1700-motherboard-z690-phantom-gaming-4) will be fine.
These two motherboards are on sale right now.

I suggest a higher power supply. Maybe 750w to have a cushion.
Literally just upgrade your current setup. Get an i7-8700 off of eBay and you’ll be good for a while without spending much
It’s not worth it for your workflow. With adobe apps 8gb of ram is nowhere near enough. The GPU is fine but you’re 100% going to want more storage and a better CPU. I recommend going i7 at least
For what it’s worth, you can get an i5-13500T on ebay for $169. It has 8 e-cores vs no e-cores on the 12400. The “T” denotes a low base TDP but any decent cooler will get the full turbo speeds out of it.
Edit: I see you’re not actually in the US so my advice is probably not helpful to you.

I don’t think so, if i understand correctly you already have 16GB of DDR4 so you don’t need to buy a useless solitary 8GB stick (technically you could still use it if you need 24gb of ram), you already have a 550w PSU so getting another 550w PSU won’t get you very far, you already have a good case so why bother yourself with another one ? this ssd is probably worth 15$ new
If you want to upgrade your CPU & motherboard you probably can get a better combo for the same price without the useless pc parts
if you want you could go AM4 and get a 5700X and a reasonnable motherboard for less than 300$ total and get more performances than the 12400
or look at a 5800x / 5900x second hand ! that’s even better, for the cooler you can get a 40$ peerless assassin 120 that is more than enough cooling
Or go with AM5 and new DDR5, it will cost a bit more but you will be able to upgrade later without changing your motherboard again
nvme gen 3 and gen 4 are cheap now, you can get 1TB for around 50$
but really without knowing where you live this is complicated to judge so i compare it to what i know, european/US market

Just got get a 5600 and a cheap motherboard and you’ll be able to save $60 that you can use towards a larger SSD because 256 is tiny.

I would save and get the 13 series CPU because Photoshop and etc are all CPU intensive and take a lot of ram. PSU is garbage as well and 13 series likes power.

4k video editing or 1080? Reason I ask is because I edit 4k video and it eats up ram like nothing.
Looks like a good deal to me. If you can bring the cost down to 270$ it would be nice. You are lucky enough to find a non f variety of i5 12400, it will surely help you in photo editing. I recommend buying all those and selling the psu, ram, 1× cabinet +the cpu and save that money to buy the 13600k

I don’t think you need a new case though but that is a good deal but that cpu is a crazy upgrade from your i3. So go for it.
Stay away from gigabyte psu.
Looks nice but with that skill you probably can go for a better brand new build if you go freelancer
