Only way to be sure.
On my current playthru I didn’t even bother starting the convo. I hate that motherfucker so I used the Suislide hack on him as soon as I stepped out of the elevator. Then I dumped him into the nearby garbage bin where he belonged.

I kinda always killed that fucker in Clouds, so i did not know ypu could fight him alongside Judy. Where do you find him?
