However, out of the 51 states that make up the **country** of NUSA, 36 of them are happy to be part of NUSA but (a) do not prescribe to the NUSA **government**’s ideals or (b) already have their own form of political / corporate governance.

When you look at the map of 2077, you see that half the states aren’t officially within NUSA jurisdiction and that was the whole point of the Unification War, to regain control of all the old USA.
The stars on flag represents the official states of the NUSA, the other states are all free but still work within the laws of USA/NUSA, even Night City.
But if I’m not mistaken, more and more free states are officially re-joining the NUSA, except for Texas which is a independant Republic.

In real world, modern day USA, yes, each star represents each state. In 2077 Cyberpunk NUSA, each star clearly doesn’t represent each state anymore.
I reckon its similar to why the US in Fallout has, each star represents a designates territories that encompass a two or more
