The fact that it’s oily means it is probably residue from thermal pads under the backplate. Oily reside from thermal pads is harmless, it just looks bad for aesthetics.
If you are concerned about a leaking AIO, a paper towel taped over that spot should help you identify if a drop of water drips down.
Check the fittings of the AIO, CPU, and rad. I wouldn’t be worried too much if it didn’t happen out of the box.
You could put a small piece of paper there and see if anything forms on top of it. That way you’ll know for certain if your AIO is leaking.

Really odd question but is your ceiling leaking and do you have a porous top/side on your case? I ask because my roof was leaking, fixed now, and it leaked in my PC room and splashed some onto the front bezel/panel on my case got the fans a little wet nothing bad. Nothing was damaged thank god it was just unfortunate placement the leak was above my desk and the drip hit the edge of my desk the drips splashed off the desk edge and hit the front of my case
