By how they show them in the cinematic those seem like gorilla arms but prototype-ish
you can see them in the trailer. those are from a guy that got mugged in the street and left on the ground without arms.

They’re the Militech cyberarms. Many NPCs are rocking them
They’re yellow
They’re cyberarms used on certain NPCs, but not available to the player. Unless you’re on PC that is, in that case you can get them in the [Arasaka Cyberarms](https://www.nexusmods.com/cyberpunk2077/mods/1099) mod. Not sure if that exact color scheme is an option, but there’s a lot of customization available.
I’m not using it currently, but I have in the past and overall I was very happy with the mod. The mod author recently added the Zetatech arms used by Barghest as well.
Its a clip from one of the TV shows. I haven’t seen it in a while but I think its a late night talk show type set up and they surprise a homeless Vet with a set of new arms. As far as I know there’s no more in-game info about them.

while we’re on the topic, is there a higher res version of the screen after you skip the intro? basically the screen with the Cyberpunk 2077 text that you have to enter to go to the menu?
