I don’t think you can make such a general statement.
You have to know what you need the cards for and what performance they really have to have.
Probably the fastest card also delivers the best performance, but it can also be that you don’t even notice the extra performance because your monitor has too low a resolution and/or Hz number.
So you can also throw the money out of the window, or better invest in other hardware.
Maybe you also need a new power supply, because the high-end cards draw too much current.
You should also consider the higher power consumption (also in idle) in the cost calculation.
