Honest question, Should I know who this is?
I never noticed him, but it would make sense that… Technomancers from Alpha Centauri monitor the sitiuation.

Cause all I see is a dark alleyway, some garbage bins and two cars (a van and another car)

I think she mentioned in the quest that she got the ride to space from a guy with blue eyes, could be me blue eyes and he has some people working for him which could be that guy in the alley, not sure but i think someone mentioned that there are more blue eyed people around during this quest
Woah this is actually a big find. It expands upon the Mr Blue Eyes mystery further and brings up a lot of questions. I havent seen anyone mention this yet.

You know that Mister Blue Eyes (or what’s his name?) himself is in the airport when you infiltrate it? In the big room on your way to the roof. I’ve found him by sending ping and scanning everyone present. He’s somewhere high, I don’t remember exact location.
There are also suspicious travelers in the Orbital Air station
There are also two “mysterious strangers” at the space port who have earpieces in. No blue eyes though.

The theory is that Mr. Blue Eyes, and by extension the other blue eyed ones, are either people that were taken over by AIs, or at least humanoid androids meddling with society in some ways: having Peralez win the election and then probably push their agenda for Night City, gaining access to the Rogue AI on the neural matrix and so on.
Ironically, this means that Garry was *kinda* right all along.
All we know is: he’s not the Illusive Man, but he is the Illusive Man’s Cyberpunk cousin.
There was a shard behind him as well about monitoring the alley. I knocked him out just in case something happens on the road.
