Gotta be a bug. I picked up Sandra Dorset’s databank during a gig and it was in my inventory, undroppable. I then did her mission later and that icon showed up on it after ‘giving’ it to her. It then became droppable after completing it but when I went to do it, it said the action was not available. I went about my night and at some point when I loaded back in, it was gone.
