That is an expensive new component, I would not take it if the seal was tampered with in any way. Send it back and demand a new one.

Can be just open by seller to check goods. Check pci slot if it clean card wasnt installed on pc.

Check to make sure the serial number from gpu matched the box.
If the gpu is still in an anti static bag and with all the plastic on it still for you to remove, that’s good.
Verify all other things typically included with this gpu, are in the box.
Check gpu itself to see if any scratches or anything at all that would indicate it’s used.
These are things you can check to see if it’s actually new or not. Also if the serial number is already registered with the manufacturer, that’s bad. Be good to check that via customer service

I’m currently working as An order picker in the warehouse.I’ve accidentally broken seals a few times. If the interior is intact, I just consider it an accident in the warehouse. If it makes you feel better though, just ask for a replacement.

My gigabyte 3060ti from Amazon and 4070ti from bestbuy didn’t come with seals on the outside of the box. They did have the seals for the anti static bag.

I bought one (4070ti) off of Microcenter with no seal but the bag holding the card has 3 seals

Maybe the reseller has had an issue with boxes arriving with missing GPUs, they could have just been checking they were not sending out a brick
