1. Police are corrupt in NC
2. They actually have very little power when privet security is the real muscle in NC
3. Apathy. Cops in NC just don’t care, probably because of the reasons above
4. Low budget and funding

If we go from the game, MaxTac only come in if NCPD call them. You walk around the streets and at least in update 2.0, you see cops walking around everywhere, yet they’ll ignore people shooting each other, or the locations that the NCPD is asking to be resolved.
But its summed up pretty well after the Heist and you come across the 2 police officers at the bottom of Vs Apartment building. They are talking about an incident, 1 is saying “so I should let innocents get slaughtered?” “Yes, unless you have MaxTac gear, then play hero all you want”
